This trailer could just be a death trap

The law put in place by the Lagos State Government that articulated vehicles like container carrying trailers should not drive during the daytime seemed to have died a natural death as these agents of death still ply the roads, causing accidents and untimely deaths.
Someone saw this trailer this morning without one of its and driving on the bare wheel, on a road in Lagos.
Is this not disaster waiting to happen?
